The committee shall be convened at the necessity by the committee chairman or at the request of more than 1/3 of the registered members during session.
However, during off-session, it may be convened by the resolution of the main session, at the necessity of the chairman, or at the request of more than 1/3 of the registered members or chief of the local government.
The committee shall be convened by the attendance of more than 1/3 of the registered members and resolution shall be made by the consent of more than majority of the attended members out of the attendance of majority of the registered members.

The evaluation on the agenda shall be made by queries and discussion after hearing the explaining the purport of the proposer and review report of the special member.
The frequency and hours of statement of the members are not limited, but the statement shall be made after having approval from the chairman.
