The resolution shall be made by the consent of more than majority of the attended members out of the attendance of majority of the registered members unless specially defined in the act of local government.
The agenda of the council shall be determined finally at the main session.

Speaking of the members at the main session shall be permitted by the chairman, and the time of statement is not limited and it may be restricted by the chairman when it is too long.
The supplementary statement and processing statement shall not exceed 10 minutes.
